I've been wanting to tackle this for a while. It appears that the wheel well paint is applied directly to the gel coat from the factory. The paint ultimately washes away over time.
Steps:
1) Wash wheel well with degreaser (laundry detergent or Dawn dish detergent.
2) Mask the fender, brakes and electrical wire for lights.
2) Scotch Brite on the existing paint to create a rough surface.
3) Apply 2 - 3 costs of Rust-Oleum Truck Bed Coating.
