Replacing Coupler on TAG

For a number of reasons, I want to replace my Coupler/Hitch to a "Lock & Roll" off-road hitch. I went to my dealer (where I purchased my TAG) and talked to the service guy. He told me "no problem", gave me a price, and suggested that I purchase parts online. He told me to call him back once I get the parts and he'll schedule me in. So I ordered the parts and called him back. He now tells me that they would be unable to perform this work due to liability issues.

So now I'm searching for a place that can/will do the work for me. I'd like to go to a place that specializes in trailers/RVs, but do you think that any good welder/metal worker could do it "right"? I can imagine it's a pain to cut the welded one off, but welding the new one on should be standard stuff! Not sure if the alignment would be a hard task or is it standard stuff?

I know that everything is now a liability issue, but isn't this something that has to be done for repairs?

Anyone else have a coupler replaced?
